First part of COSCO proposal approved

Further developments on the Committee on Organizational Structure and Community Outreach (COSCO) proposal came during last Tuesday's Faculty Senate meeting.

The senate voted for a resolution to accept COSCO's recommendation No. 1, Part 1 as senate recommendations. The recommendation is an "Examination of Overall Administrative Structure" and names the provost as Chief Operating Officer (COO) of the UMKC campus. This places the provost second in command, immediately under the chancellor (Chief Executive Officer). If the chancellor is unable to act (due to illness, absence, etc.) the provost will be the acting CEO.

The proposal is structured so all vice chancellors (Administrative, Student Affairs and Development) and the Office of the Comptroller (new office recommended in the COSCO proposal model) report to the provost.

The Faculty Senate passed the resolution with 25 in favor and two abstentions.

Tom Mardikes, chair of the UMKC Department of Theatre and COSCO committee member, affirmed what other committee members have said about the proposal.

"The only reason that report was first and had recommendations was because a search for a new provost is underway. [It was] only a matter of urgency. The committee pushed the organizational report forward because we felt it was necessary for the Senate to discuss this and, if the senate agreed, to craft a resolution, and send it to the chancellor and provost."

Mardikes stressed he is pleased the report and ideas within have been presented.

"Whether discussed with the I-Team, or the incoming chancellor, or prospective provost candidates, it is the senate's hope that the senate's resolution will be shared. A prospective candidate should know that the Faculty Senate is interested in studying a strong provost model," he said.

With approval from the Faculty Senate secured, the recommendation will next be forwarded to the chancellor and provost.

Mardikes believes the "strong provost model" should be studied and seriously considered. He said incoming chancellor Guy Bailey comes from such a model, and the senate eagerly awaits his advice.
